Research question
How much elapsed time belongs to preparation and how much to approval waiting? The distinction affects service design, staff review, and customer promises.
Measurement method
Capture receipt, preparation, escalation, evidence-complete time, owner response, resumed work, and closure, plus the threshold that caused the stop.
Analysis
Report active handling and owner-wait distributions separately. Recurring waits may reveal unclear authority, unavailable reviewers, incomplete packets, or an infeasible promise.
Action boundary
Revise response clocks, backup approvers, templates, or scope, but do not silently transfer financial, legal, privacy, or customer authority.
